If we pay the tuition fees and hold the seat allotted in first round of Dnb… Will we be not allowed to take part n take a seat in state second round if we’re getting any?

Only if u took seat Nd joined in AIQ R 2 then u cannot go for state
There is no relation between dnb n state counseling
DNB allotment or payment has no impact on state counseling.
Joining state requires cerificates (when joining) and dnb seat confirmation requires cerificates for verification (may 9th) . Those are the only controls. Nothing else.
