The Head of Departments (HOD) ignored the repeated requests made by the students to reconsider the decisions made by the examiners. This compelled the students to opt for protest demonstrations including Hunger Strike unto death bringing the institution and the profession into disrepute.
We request the concerned authorities that we should be granted the right of special examination under the (1) REGULATIONS FOR CONDUCT OF EXAMINATIONS, section (i).
In order to ensure a meaningful resolution of the concerned matter, and so that the highest standards of assessment are followed, the students of BMC would like to provide some recommendations as follows;

  1. The affected students should be given the right to appeal against the examiner’s decision which implies their oral and written exams should conducted again as per the standards set by the PMDC.
  2. The concerned HODs and examiners must be spoken to for their professional misconduct and derogatory remarks against the students during the conduct of oral assessment.
  3. Amechanism of accountability must be introduced in the BMC to ensure the faculty of the institute adhere to the strict guidelines of impartiality and diligence during the performance of their duties.
  4. The out-dated examination system practiced in BMC should be revised and modernized as per the standards of PMDC ensuring impartiality and transparency.

    In recent years a number of students in Bolan Medical College (BMC) have been facing tremendous academic losses in the face of established examination system in BMC, which to a large extent fails to regulate the standards, set out by the Pakistan Medical & Dental Council (PMDC).
    The college’s failure to adapt to the contemporary educational milieu and the guidelines provided by the PMDC has allowed examiners to follow circumvent practices based on their personal judgments. This however has compromised the months and years of laborious efforts made by the students who have fallen victim to examiners’ malpractices and, as a consequence, the students have lost their trust in the practiced examination system.
    Around 100 students from various departments were declared failed in oral assessments this year alone, without following the assessment criterion set by the PMDC.
    Violations of PMDC (1) REGULATIONS FOR CONDUCT OF EXAMINATIONS: (2) REGULATION FOR SECRECY OF EXAMINATION under section (iii). And any one concerned found guilty of this misconduct, shall be liable to such action as under the section (vi)
    As per (4) REGULATION FOR TABULATION OF RESULTS it is mandatory under section (iii) that there should be justifiable balance between theory and examination marks, Any gross disparity shall be brought to the notice of the Vice chancellor and syndicate for appropriate action. In fact, these 20 students have passed theory with maximum marks and there is a large difference between viva and theory marks.
    According to (5) REGULATIONS FOR APPOINTMENT / DUTIES OF EXAMINERS FOR ORAL AND PRACTICAL / CLINICAL EXAMINATION there should be four examiners: 1) internal examiner,2) external examiner,3) additional examiner and 4) convenor examiner. Contrary to this stablished rule there were three only three examiners in practical examination of three departments Physiology Pharmacology and Medicine.
    (3) PROCESS OF APPOINMENT OF EXAMINERS AND CONDUCT OF PRACTICAL EXAMINATION. There was also blatant violation of section (iv),
    (v) and section (xi). According to section (xiv) the vice chancellor has authority to disqualify an examiner who violates the condition as laid down in the regulations. The Head of Medicine Department violated section (i) under
