All diabetic patients aged more than 40yrs should be started on statin to reduce the risk of ACS. is this statement true?

Sir then I got it wrong. I just watched ACS video in edition 5. There was 3 criterias to start statin prophylactically. One was this. May be there was something else before that criteria too. Now asking this is really embarrassing 
because your comment got 22 ‘ha ha’ reacts & now I know for sure that statement was a blunder ! But this I would still like to know where I missed! Thank you sir!

sir, even i got confused because you did mention 40-75 with diabetes, is that only in conjunction with other risk factors?
The above three criteria all should be there or one of them?
