Low energy will activate glycogen phosphorylase in muscle thus 5 amp
The point is on which enzymes do they act… calcium is no doubt an allosteric activator of glycogenolysis…but it does not act on glycogen phosphorylase directly…it is an allosteric activator of glycogen phosphorylase kinase which in turn activates glycogen phosphorylase
But 5’ AMP is a direct allosteric activator of glycogen phosphorylase
P.S. don’t confuse 5’-AMP with cAMP, cAMP again activates glycogenolysis but it acts via activating protein kinase A which activates glycogen phosphorylase kinase which activates glycogen phosphorylase
Both are allosteric activators
