Fir should be done firstly on the concerned state dgme who have allowed to resign candidates from joined round 2 of states as it’s straightaway violation of government of India gazette notification dated 5 April 2018 and supreme Court ruling 2017 violation
Already there is penalty of 5 lacs if you resign from seat
