If you tell parents & the mother /father for the sake of society , relationship , compulsions etc ( god forbid ) may not escalate the issue and find the solution so i think in an ideal case scenario it should be CWC

I thinkit should be child welfare committee.
Parents will warn the uncle and leave it there, and will try to supress the heinous crime. Police will need the parents support to carry on with the FIR and everything as the child is too young which they (the parents) may avoid. The only reliable source is child welfare committee.
