The video is depicting a classical case of commando crawl,seen as a result of spastic diplegia. The most likely mechanism is the asphyxial injury in a preterm baby,which give rise to periventricular leucomalacia giving rise to spastic diplegia.

On the other hand, the parasaggital region is more susceptible in term babies giving rise to spastic quadriparetic cerebral palsy instead, associated with epilepsy, MR and severe learning difficulties too.
