How can I minimize my utility bill in a electric heated house?
(One way I realized was to time the switching on and off of the heater rather than leave it on continuously

Lower heating power will work fine, just take a bit to get the room there

Heating only in living areas. Dining doesn’t need to be heated unless it is being used. Kitchen doesn’t need heating as cooking gets it there. Bedrooms don’t need heating if you’re not there during the day. Obviously turn the heating off if no one is in the house.

Someone has suggested to me about high heating for half an hour and then layer up with hoodie, socks, fleece blankets in living areas which will absorb and retain the heat

Layer up anyways, also moisturise. Wool and fleece have a way of drying the skin when worn for long stretches

You don’t need the bedroom heater on honestly when you’re underneath a good duvet

Lastly most tenancies allow you to switch electric suppliers. So browse around
