If I’m alloted MS/DNB seat in AIQ round 1 and I take admission in the concerned college, will I be eligible for round 1 of state counseling or my further eligibility will be for AIQ round 2 only?

You will be eligible for state round 1 as well as the next round too.
You can leave the aiq and state seat alloted in round 1 without any penalty.
But if you take a seat in aiq round 2 , you can’t participate in the state round 2. You can only participate if you pay the full fee.
So, in short, you can do anything in Round 1 but after round 2, you can’t.
