How many programs is a safe number ?
Is it safe to apply to only affiliated programs/ uni programs with cutoff 30%?
Then your best bet would be to apply widely to community programs and hope your good scores bag you interviews.
If I were you, I would wait to apply once I have us LORs and ucse. But you can always give it a shot
