I need your help, I am little confused about when should I apply for the residency programs?

I am an IMG, done with step 1 and 2ck. Gave my CS in July 2019 end and I believe my result will come in October 2019. I have 1 Dean’s letter, 1 LOR (IM) from my home country, 1 US LOR. So in total I have 2 LOR and Dean’s letter.
I am still working on my personal Statement. I haven’t uploaded anything on my ERAS account.

My question is:

  1. until how long I can upload on ERAS ( any specific time frame in which I have to upload everything in ERAS? )

  2. I would like to apply this year. Should I apply on 15th September 2019 without getting CS result or I must wait for my CS result and then apply?

  3. do we have to get our medical credentials verified by ECFMG?
