Manner of Seat filling is first UR seats get filled , if seat of choice is not available in ur then reserved seat will be allotted otherwise first UR seat followed by Reserved seat. It is in system hands
It doesn’t matter, they cant choose. UR seats will be filled first for any Category candidate because thats UNRESERVED and not reserved for UR. Kindly go and understand how reservation system works
